Those of us working in the organization go off in our own directions, being creative in our own small spheres, and somewhere between senior management and us the messages about mission and accountability get lost. Senior managers and politicians dream of the day when they could pass their messages on undistorted, undiluted, and the organization made more efficient. If only those working on the shop floor could be kept on task, how much more productive the organization would be. In fact, the exact opposite is probably true.

Of course, this leads on to the consideration of the least attractive aspect of jargon, namely the fact that it can be used to exclude 'outsiders' from conversation about the technical area of expertise, and not necessarily by malicious intent. I once bought a book on a technical subject that I wanted to know about (Osborne 1976), only to discover after several days' hard work, that I had not adequately understood the technical language in the title (8080 Programming for Logic Design) when I selected it.

But if I was asked to guess which colleagues would be in that traffic jam next Monday, I would have to start trying to guess which colleagues might be working off-campus, which might have made a special effort to get in early and beat the rush, which had appeared to me to be incubating flu, and so on. The number of considerations that might affect an individual choice can be extended more or less indefinitely. But from the point of view of the policy-maker, which individuals are involved is frequently completely immaterial.
