Hinter diesen Schritt sollte die politische Entwicklung auch dann nicht mehr zurückfallen, als die Parteiherrschaft entfiel und das postsowjetische Russland entstand. Es ging nicht mehr um politische Visionen.
Unter Stalin reüssierten nicht unbedingt die Tüchtigsten, wohl aber Karrieristen, darunter viele medioker qualifiziert. Die Idee einer kollektiven Führung, wie sie von der Ideologie und vom Parteistatut propagiert wurde, blieb dabei auf der Strecke. Stalins Regime entsprach – in den Hülsen kollektiver Institutionen – dem Typus neopatrimonialer Herrschaft, wie er auch viele autoritäre Systeme der Gegenwart kennzeichnet. Es fußte zwar auf Bürokratie und war insofern institutionalisiert, als in den Spitzen der Bürokratie, die sich mit dem Übergang zur Planwirtschaft zur Wirtschaftsbürokratie erweiterte, Stalin persönlich ergebene Funktionäre untergebracht waren.
Der nach Generationen gewonnene bescheidene Wohlstand geriet in Gefahr. Die soziale Disziplin ließ nach: Da jede Arbeit gebraucht wurde, verloren Sanktionen gegen nachlässige Arbeit und das Fehlen am Arbeitsplatz ihren Biss. Ein trister Alltag und das Nachtrauern besserer Zeiten ließen den ohnehin beängstigenden Volksalkoholismus eskalieren. In den 1980er Jahren schrie die Situation nach tiefgreifenden Reformen. Aber die Greise im Politbüro wollten von Veränderung nichts wissen. Mit Sorge beobachtete die Entwicklung allein der Geheimdienst KGB.
